If you go in January, go with a driver who knows the road in snow, stay somewhere with confirmed heating and a working generator, and build flexibility into your dates. Getting stuck for an extra day is a real possibility rather than a remote one.
February
Still firmly winter but beginning to turn. Snow is often at its most photogenic, days lengthen noticeably, and by late February the first hints of the season changing appear. Conditions remain unpredictable and everything said about January still applies in the first half of the month.
What closes and what stays open
Closed: the jeep track to Siri Paye, most seasonal food stalls, a significant proportion of hotels, and the onward road to Naran beyond certain points.
Open: the resorts and hotels that operate year-round, the bazaar at a reduced level, and the forest walks immediately around the plateau, which are genuinely lovely in snow.
The critical point is that you must confirm your hotel is open before you drive up. This is not a place where you can arrive and find something.
Getting there in winter
The Islamabad to Balakot section is usually fine. The problems start on the Kaghan road and become serious on the final climb from Kiwai. A 4×4 is strongly advised. Chains are worth carrying. Departing early gives you daylight to deal with any delays.
